Congress passed and President Trump signed a bill into law yesterday to end the government shutdown.

The details:

• ACA subsidies: While the bill does not include a guaranteed extension of the enhanced ACA subsidies as Democrats had been demanding, it does include a promise from Senate GOP leadership for a Senate vote by mid-December on a bill to address the expiring subsidies. It is unclear whether the House will hold a similar vote.
• Funding: The bill includes three full-year appropriations bills — for USDA and FDA, the VA and military construction projects, and the operations of Congress. All other agencies would be funded through Jan. 30, 2026.
• RIFs: The deal would guarantee that federal employees laid off during the shutdown are rehired and give federal employees backpay. It would also prevent some future firings with a blanket prohibition on reductions in force (RIFs) in any department or agency until at least the Jan. 30 end date of the continuing resolution.
• Health care extensions: The bill would also address health care items that lapsed at the end of September, including temporarily extending Medicare coverage for telehealth services and funding for community health centers.
• Intoxicating hemp products: The bill also includes language that will restrict the sale of intoxicating hemp products, which are often unregulated and sold in ways that are appealing and accessible to youth. See more on this provision here.
