National Recovery Month occurs each September and is an opportunity for government agencies and communities to partner with individuals in recovery and their families to celebrate recovery, educate the public, and combat stigma surrounding mental health and addiction. The Substance Abuse and Mental Health Services Administration (SAMHSA) typically leads National Recovery Month efforts and provides resources for groups across the country for activities including outreach and event planning.

The Honoring National Recovery Month Act would create a dedicated funding stream to support this work. The bill would provide $1 million annually for SAMHSA, or a national organization with experience coordinating National Recovery Month activities, to develop materials, distribute best practices, and lead activities related to National Recovery Month.
